Dangerous footpaths - Fix them up properly

When a private residential home has been in an unsafe condition for too long the Brisbane City Council has a long and cumbersome process to initiate some action.
When grass is more than 2 metres high even over the footpath it is dangerous as pedestrians have to walk on the road to get around the vegetation.
I really hoped I would NOT be told it was council that finally "mowed" the footpath.
They left it in a disgraceful condition.
Sharp branches, overhanging branches, no effort to rake the rubbish up that would have taken less than 3 minutes.
A private contractor would not have dared to leave it in such a mess, considering the private property is still a disgrace.
The time taken to travel to jobs demands that the job be done to an acceptable standard.
Another five minutes to finish the job well should be possible.
Council could pretend it is a friends place, or that it is their grandparents, parents pushing prams that have to negotiate their way along the footpath.
Another novel option would be for neighbours to spend five minutes mowing on behalf of the community when a footpath in their street is causing harm.
